Anti Doping Code

1. SCOPE OF APPLICATION

The Federal Youth Sports Association (FYSA) is responsible for the operations of the Bihar Little Champions League (BLCL). This Anti-Doping Code (the "Anti-Doping Code") is adopted and implemented as a part of the BLCL. All participants, including Players and Team Officials, agree to abide by this Anti-Doping Code, refraining from any actions that could be construed as violations of the World Anti-Doping Code.

The FYSA aims to ensure that all participants conduct themselves appropriately and refrain from any activities that may be considered a violation of anti-doping regulations.

2. CONDUCT OF PLAYERS

All Players are automatically bound by and required to comply with all provisions of the Anti-Doping Code.

  • Familiarize themselves with the requirements of the Anti-Doping Code, including what constitutes an offense and the list of prohibited substances.
  • Submit to the exclusive jurisdiction of the Management Committee/Disciplinary Committee to hear and determine any charges under the Anti-Doping Code.
  • Not initiate any proceedings in a court or other forum inconsistent with this submission to the jurisdiction of the Management Committee/Disciplinary Committee.
  • Ensure that no prohibited substances or their metabolites or markers enter their body.
  • Understand that lack of intent, fault, negligence, or knowledge is not a valid defense if a prohibited substance is found in their sample collected after testing.
  • Acknowledge that refusal or failure, without compelling justification, to submit to sample collection will be construed as an admission of guilt and considered as doping.
  • Accept that possession of prohibited substances and/or methods will result in the cancellation of their registration.
  • Understand that administration or attempted administration of prohibited substances or methods to any participant in competitions will result in the cancellation of their registration.

3. TESTING

FYSA shall be responsible for developing and implementing a test distribution plan. The FYSA will engage one or more third parties to conduct such testing on its behalf, ensuring that all testing is conducted in substantial conformity with the International Standard for Testing.

All Players must submit to testing conducted on behalf of FYSA upon request, at any time or place, with or without notice.

Given the age of the Players, testing shall be conducted in the presence of their guardians, with their consent. However, no guardian can withhold consent on unreasonable grounds.

4. SANCTIONS

If testing reveals a positive result, the Player shall be disqualified from participating in any match, and their registration may be canceled. In such cases, any fees paid will be forfeited.

5. LIST OF PROHIBITED SUBSTANCES

The list of prohibited substances includes, but is not limited to:

  • Peptide hormones, growth factors, related substances, and mimetics; hormone and metabolic modulators
  • Diuretics and masking agents
  • Stimulants
  • Alcohol
  • Narcotics: Mitragynine and tramadol
  • Glucocorticoids
  • Telmisartan
  • The complete list of prohibited substances published by the World Anti-Doping Agency (WADA), which can be accessed at WADA's website.

6. AMENDMENTS & INTERPRETATIONS

The Anti-Doping Code may be amended from time to time by FYSA, with such amendments coming into effect on the date specified by FYSA.

The headings used for the various articles of the Anti-Doping Code are for guidance only and shall not be considered part of the substance of the Code or influence the language of the provisions to which they refer.

If any article or provision of the Anti-Doping Code is held invalid, unenforceable, or illegal for any reason, the Code shall remain otherwise in full force, apart from such article or provision, which shall be deemed deleted insofar as it is invalid, unenforceable, or illegal.
